There's been some confusion over the cost of epic gems from the Shattered Sun Offensive vendor, Shaani. The cost of the items on the official Armory is showing as 10 Badge of Justice, however, the US server Proudmoore has finished phase 4, so the gems are available to players, but they cost 15 Badges, not 10.

The gems cost 15 Badges on the PTR too, so this means they have been on the armory with the wrong price for a couple of weeks now.
